Extraction C:
All of Extraction B, plus non-permanent resident students located by ZIP code.
793 non-permanent resident students located by census block, 3 military living on-base
located by census block, 125 non-permanent resident students located by ZIP code.
We we're unable to specifically locate 125 students identified by UH/HCC as non-
permanent residents with a full address, but could identify their ZIP code. Counts within
each ZIP code were disaggregated into individual blocks weighted according to the total
population of each block. We do not know if the blocks the students were extracted from
are the actual blocks where they live. If the Commission decides to use Extraction C, the
assumption is that this uncertainty is acceptable.
185,079 PL 94-171 population
-793 non-permanent resident students located by census block
- 3 military living on-base located by census block
- 125 non-permanent resident students located by ZIP code
---------
184,158 adjusted population base C
Once the Commission notifies me which Extraction they wish to use, I will create a new
template for Hawaii County Council using their adopted base.
