We are looking for a level playing field, so I was just trying to get out a bit and <br />hoping we could just to a simple agreement on that. But if not, I just want us to have this <br />conversation because I think it is one of the underlying conversations. We are going to need to <br />find some discernment, and so I was just trying to structure some very general discernment. <br /> <br />MR. KAHAWAIOLAÒA <br />: Then, for the sake of our discussion, as we move forward, that it not <br />be in the form of a motion. Because a motion does bind all of us that this is the only way you <br />can look at a map that is being presented. So letÓs look at what is there. I think we looked at <br />several maps last meeting, and quickly a consensus developed. But it would be a map that would <br />be no longer considered because it had more than two districts here, and districts there. I need to <br />be sure that we donÓt bind ourselves and the playing field moves just through a motion that we <br />th <br />are now bound by those two things. I think our job is to look at a map. The 15 <br /> of September is <br />the deadline for alternatives; a map that needs to be brought from the public. That may not be <br />the map that is going to be presented in the final analysis. This Commission may come up with <br />its own map. I want that to be crystal clear, so we all underst <br />drawn and submitted and we have got to make that decision. Some of the best maps the public <br />may present to us, we may tweak it, we may just agree. That individual may have just presented <br />that will resolve our problem. So I just donÓt want to be bound <br />I think it is a possibility that we all can work towards that goal. ThatÓs my only concern. <br /> <br />MS. POINDEXTER <br />: IÓm now starting to agree with Patrick, because if you look back at how <br />people are struggling because of the deviations and what is put in the Charter about how much <br />we can increase and decrease; it has somewhat strapped your hands. Maybe not necessarily <br />when you go to law; but somebody will challenge that. But I think itÓs the same situation here <br />where we may be locking our hands and not being able to move because of that restriction if we <br />put that motion in. So right now I am agreeing with Patrick. <br /> <br />MR. MIDDLESWORTH: We can always change our minds. We are not writing laws that area <br />going to be enforced by anybody, this is just a general idea of what we are talking about. If <br />down the road somebody comes up with an absolutely super map that only has one district in <br />Hilo, we can always change our minds and go with that. So I think we are spinning our wheels <br />on this. <br /> <br />MR.
