CHR. SIRACUSA: Do you want Jeff to clarify his motion? <br /> <br />MR. KANUHA <br />: Yes, please. <br /> <br />MR. MELROSE: I was trying to make it simple; but I agree, I think we need to be as specific as <br />we can with that. Again, itÓs not an urban core, because you have the mauka Kona lands and as <br />you move up the coast. ItÓs kind of from the north Kona, south Kona boundary, somewhere in <br />there. I donÓt want to predict the boundary specifically because the census tracts might not give <br />us that specifically. But, I want to say that there are two core Kona seats, two core Hilo seats, <br />two core Puna seats, and thatÓs about the extent of it. If I get into more descriptions then it just <br />starts to raise more questions. So why donÓt I just amend the motion. Does that help? <br /> <br />CHR. SIRACUSA <br />: Does anybody have anything else to say, or do we vote on it? <br />MR. MIDDLESWORTH: I donÓt really have any qualms about it, but to answer Dru's question <br />a little bit; the more that I start working on drawing these maps, you can draw a very small <br />geographic district on the Kona side. And you can draw one very small geographic district on <br />this side. Then, itÓs a matter of how do you adjust the boundaries north and south; where is the <br />southern boundary of what you would consider the business district, core district? And I think <br />that is where we are going to run into problems. What do we use for the north/south boundaries <br />of those, essentially urban, because that is where there are a lot of people in a small area. <br /> <br />CHR. SIRACUSA <br />: This is not what we are deciding as part of this motion. We are just looking <br />in broad, general terms, acknowledging that there has been significant growth and density <br />increase in the Kailua area and the same for the Puna areas. That density increase is sufficient to <br />warrant two districts; two Council districts each in those general areas. Is that a fair rephrasing <br />of your motion? <br />MR. MELROSE: I just go back to the motion which is two in the core Hilo area, two in the core <br />Kona area and two in the Puna District and that is about as general as I can be and I think we <br />need to be general at this point in time. It kind of takes the issue off the table that somehow we <br />are trying to take a vote away from someplace, and I donÓt think that is even remotely the issue. <br /> <br />MR. KAHAWAIOLAÒA: I wanted to finish up the discussion stage on that motion before the <br />question is called. Will that bind us at looking at proposals of maps that do not have two Hilo, <br />two Puna, two Kona and the rest---We are just going to have to say that this is two Council <br />Districts. Are we then, just based on the motion, if there is a map with three Hilo, or three Kona <br />districts, that those maps are automatically thrown aside, because we are now bound through a <br />motion to look at those that only have two for Hilo, two for Kona and two for Puna? MELROSE: The purpose of the motion was to try and help us create some discernment on <br />the topic. The answer to your question is, yes.
