MR. MELROSE: You have fewer options when you go along Highway 130. But just for the <br />sake of this example, take out 1,000 votes out of Hawaiian Paradise Park. Put them in District 2; <br />that's it. Actually you have to take out the two HPP on the mauka side of the road because you <br />have a road disconnectivity issue. The piece of HPP that goes south of Highway 130, they should <br />go into District 4. So technically, you could put back a couple of votes back into that district at <br />the moment. You can take a block or so and put it in District 5. You have to take it down <br />Shower, right there where it says 22nd Avenue. I'm just trying to set District 5 with the right <br />number. We are aiming for 20, 400 votes in District 5. <br />MR. MIDDLESWORTH: We should be aiming for 19,500 in District 5. If 20,500 is the <br />optimum number and we are trying to take into account growth, then we can go 1,000 under that <br />and stay within the 10 %. <br />MR. MELROSE: So just for the sake of discussion, are you okay with this; 19,500 in District 5? <br />MR. MIDDLESWORTH: For me, it's fine. We have got to make compromises someplace. <br />MR. MELROSE: So now we have an overload in District 2; they have to drop 1,000 votes and it <br />has no way to go except - -- <br />MR. MIDDLESWORTH: They can go back to District 1. <br />MR. MELROSE: Do you want to lead this process? Go ahead. <br />MR. MIDDLESWORTH: If you go back to the north side and throw those votes that are north of <br />the river, that are along the river; throw some of those back into District 1. The ones that are now <br />in District 1, they can go back into District 1; in this plan they are not. <br />CHR. SIRACUSA: Take them out of District 2 and put them into District 1. <br />MR. MIDDLESWORTH: Exactly; put them back to where they are in the existing district plan. <br />There are votes north of the Wailuku River in District 1 along the ocean. <br />MR. MELROSE: Are you talking about going out to Honoli'i? <br />MR. MIDDLESWORTH: We could, yes. Go over to the right side, along the ocean, up to <br />Wainaku and up that way. Those are both currently in District 1 so what we would be doing is <br />leaving them in District 1. <br />MR. MELROSE: I don't get your thinking here; it doesn't make sense to me. <br />MR. MIDDLESWORTH: You said you wanted to reduce District 2. The way to reduce District <br />2 is to put some of those votes back in District 1. <br />MR. MELROSE: Either that or you put it into the upper Puna district and expand the role of that <br />district in Puna. That's the logical way. <br />27 <br />
