Mr. Kanuha moved to approve the minutes of <br />the August 24, 2011 Hawai` i County Redistricting <br />Commission meeting with corrections. Seconded <br />by Ms. Poindexter and carried by the following vote: <br />Ayes: Commissioners Carvalho, Kahawaiola` a, <br />Kanuha, Melrose, Middlesworth, <br />Poindexter, Ugalde, and Chair Siracusa. <br />Noes: None. <br />Absent: Commissioner Kahui. <br />COMMUNICATIONS <br />COMM. 36: UPDATE POPULATION EXTRACTIONS AND ESRI SOFTWARE <br />From Commission Chair, Rene Siracusa, dated September 1, 2011, requesting an <br />update on the status of the population extractions for the County of Hawaii. <br />COMM. 36.1: From Royce Jones, Hawaii- Pacific Islands Region Manager of Esri, dated <br />September 1, 2011, regarding completed population extractions for the County <br />of Hawaii, the status of updating the Esri Software, and selection of extraction <br />model to be used for final population numbers. <br />COMM. 36.2: From Royce Jones, Hawaii- Pacific Islands Region Manager of Esri, dated <br />September 8, 2011, explaining the process and timeline for updating Esri <br />Online Software, and instructions for migrating a previously created plan to <br />reflect the new population base with the non - resident extractions. <br />CHR. SIRACUSA: Do I have a motion to close file? <br />Ms. Ugalde moved to close file on <br />COMM. 36. Seconded by Mr. Kanuha. <br />CHR. SIRACUSA: Royce has presented us with basically three scenarios for the extractions. <br />As you can see, Extraction A is the ones that we know for sure; 793 students. Extraction B <br />includes A. and adds three military living on base, but it says that while we know their <br />specific location, we do not know their actual status as permanent or non permanent. Then <br />the Extraction C. includes A and B and in addition, includes 125 non resident students who <br />are only located by zip code. So what we have to decide is which extraction we will instruct <br />Royce to do. And as soon as we do, he can have that all on the software tomorrow for us. <br />Has the Commission had a chance to look over these three scenarios? Does any one want to <br />say something in favor or against any of them? <br />MR. CARVALHO: Can we just leave them in? Instead of removing them can we just leave <br />them in? <br />3 <br />
