CHR. SIRACUSA: I think we had already decided that we had to do the student extractions. <br />The question is there are three different ways these extractions can be done. <br />MR. CARVALHO: I would be in favor of if you are going to remove one section, you should <br />remove them all. I would go with C. <br />CHR. SIRACUSA: Okay. Dru, what is your manao? <br />MR. The whole reason <br />behind that is this is just another wrinkle in Hawaii County voter redistricting. Patrick stated <br />before that you have people who are incarcerated that are counted in, but are non - voters, then you <br />have the alien population who are counted in and are non - voters; and the common denominator <br />even with the military, the students who are here, the aliens, and people who are incarcerated is <br />that they all access the services within their district. So why would they go back to the mainland <br />to vote for somebody who is not providing them the services they are receiving? So, my thing is <br />that I would love to just leave them counted all in and just be equal with that. But, if I had to <br />choose, I would agree with C, but I needed to give that opinion because I'm looking at what is fair <br />and what is equal. <br />CHR. SIRACUSA: So let me get this straight. MELROSE: I think the numbers change a little bit in every district. When we accept C, <br />what we are saying is that each district will have 100 less people in it than we had been planning <br />for. In other words, instead of 20,560, we are going to be having 20,460. Those are the numbers <br />we will use in that circumstance. The difference between A.
