MR. KAHUI: Can you pull it down a little? It's got to be zoomed up on our screen. But just for
our notice, does the number work?
MR. KANUHA: For District 7 it is a -2% deviation, so that's good.
MR. MELROSE: And you are a growing district, so that makes sense.
MR. KANUHA: District 8 is at + 10.4% deviation.
MR. CARVALHO: We can take some back from Waikoloa.
MR. KAHAWAIOLA`A: Madam Chair and the rest of the Commissioners, I hope of you think
that by my silence, that I really agree with everything that is going on, or that I have nothing to
say. At this particular point in time, I have nothing to say, until everybody gets what they are
looking at and then we can move over to Hilo; which I don't think will be until next week.
CHR. SIRACUSA: Thank you for the clarification, Patrick.
MR. CARVALHO: The other thing is, getting population from Hilo side into Hamakua.
MR. KAHAWAIOLA`A: That's why I would like to revisit Plan_10 after we get everybody kind
of configured on Plan— 19.
MR. KANUHA: District 7 is fine for now.
MR. KAHUI: I'm good with District 8.
MR. MELROSE: District 8, you have to drop at least 5 %. Given that is a growing region, you
probably ought to drop 2,000 votes.
MR. CARVALHO: We could take that from Waikoloa; because Waikoloa is up there.
MR. KAHUI: Again, we didn't want to split your community up there, and include it in our
council district, so with that said, you can make that move now, save this map, and for the
purpose of Commissioner Kahawaiola' a we can move on.
MR. MELROSE: Go back to District 9 and take out all of the Waikoloa vote. All of Waikoloa is
6, 300 votes; not votes, population.
MR. MIDDLESWORTH: People.
MR. CARVALHO: This is a good talking point; we can stop right here.
MR. MELROSE: For the sake of argument, go back into Hilo and see how far you have got to go
to make the difference.
33
