6.2 <br />6.3 <br />(f) Buildings should be light colored with earth -tone trims. <br />Kamehameha Avenue Pedestrian Area <br />(a) The intent of the Kamehameha Avenue Preservation Area <br />(Kamehameha Avenue - Wailuku Drive to Mamo Street) <br />is to preserve in character this grouping of buildings as <br />representatives of an old Hilo shopping street circa the <br />1920's and 1940'x. This grouping is a cohesive fragment <br />of the Hilo destroyed by past tsunamis. <br />(b) All sidewalk awnings and' canopies should be retained and <br />preserved. The First Hawaiian Bank building is an exception <br />because an awning was not an integral part of its architec- <br />tural design. <br />(c) Replacement buildings and other new infill construction <br />should be "architecturally compatible in scale and proportion, <br />use of details and color. The new construction should main- <br />tain the awning, cornice and roof line along Kamehameha <br />Avenue. The proportion and placement of doors and win- <br />dows should be similar to the other existing buildings. <br />Keawe Street Pedestrian Shopping Area <br />(a) The intent of the Keawe Street Pedestrian Shopping Area <br />is to reinforce the historical development of this street <br />as a traditional shopping street and to discourage the devel- <br />opment of typical vehicular oriented retail outlets. These <br />guidelines also encourage the provision of additional pedes- <br />trian amenities in order to increase the attractiveness <br />of Keawe Street to shoppers and other users. <br />(b) Where feasible all buildings should be set up to the sidewalk <br />and should provide a continuous storefront across the entire <br />frontage of the property. Parking should be located to <br />the back of the building. <br />(c) Buildings may be set back from the sidewalk to provide <br />a landscaped plaza, arcade, open air cafe, or other pedes- <br />trian amenities. In such cases, the continuous rain protec- <br />tion across the front of the property as well as from the <br />sidewalk to the building's entry should be provided. <br />(d) The storefront at ground level provides the major intersec- <br />tion between the pedestrian and the building. Great consid- <br />eration should, therefore, be given to architectural scale, <br />texture and details. Ground level display windows should <br />be maximized. <br />- 11 - <br />
