PART 7 <br />(e) The use of color texture <br />means of delineating the <br />is encouraged. <br />pavers at store entrances as a <br />entryways from the sidewalk <br />PUBLIC STREETS, SPACES AND FACILITIES <br />7.1 Public Streets and Highways <br />(a) All street improvements shall comply with street and high- <br />way standards of the County of Hawaii, Department of <br />Transportation and the Federal Highway Administration. <br />(b) Utility lines should be underground and period type street <br />lights ,should be installed as part of any street improvement <br />project and /or as funds are available. <br />(c) All public street design plans in the Redevelopment Area <br />shall be subject to approval by HRA. <br />7.2 Parking Facilities <br />(a) Parking facilities should provide landscaped setback, not <br />including the car overhang area, to soften the visual impact <br />of the parking lot from the street. <br />(b) Surface parking facilities should provide interior landscaping <br />where feasible. <br />(c) The number of ingress- egress points should be minimized <br />to reduce the impact of sidewalk and vehicular continuity. <br />(d) Public parking lots which are used at night should be pro- <br />vided with proper lighting for the security of its users. <br />(e) All parking facility plans shall be approved by HRA. <br />7.3 Walkways <br />(a) The County of Hawaii, Standard Details, as prepared by <br />the Department of Public Works, shall be complied with. <br />(b) Wood trowel, salt finish texture is suggested for easy main- <br />tenance and non --slip qualities. Brick finish or the <br />"textured" type walkways are not discouraged but shall <br />be subject to approval by HRA. <br />(c) Entryways to offices, shops and stores are encouraged <br />to be accented with texture and color to add design and <br />interest on the pedestrian walkways. <br />(d) Cut stone curbs presently scattered throughout the down- <br />town area should be introduced within the Wailuku Drive, <br />- 12 - <br />
