7.1 Q <br />7.11 <br />'(d) The bus terminal should be well- lighted at night and <br />generally visible from the streets. <br />(e) The bus terminal should be redesigned and renovated with <br />an architectural theme that reflects the general period <br />image of downtown Hilo. <br />The Waterways and Bridges <br />(a) Buildings should be set back from the Hilo Bay shoreline <br />according to existing County requirements with due consid- <br />eration for erosion, safety and for maintenance of a natural <br />appearance shoreline from across the bay. <br />(b) Buildings should be set back from the Wailuku River shore- <br />line according to existing County requirements with <br />consideration for maintaining a view corridor down 'the <br />river as part of the proposed stream belt park and to main- <br />tain the natural appearance of the shoreline. No clearing, <br />grubbing or construction shall occur within this setback <br />without the approval of the HRA. <br />(c) Shoreline Area: All proposed shoreline and riverfront <br />improvements shall be sensitive to a recreational purpose <br />and visual impact and shall be subject to approval by the <br />HRA. <br />Gateways <br />"Welcome to Downtown Hilo" gateway entries as shown in Figure <br />6, should be located at the Belt Road entry point at Waianuenue <br />Avenue, at Ponahawai Street and Kamehameha Avenue, and <br />at the Kaiko'o entry point on Kilauea Avenue and Ponahawai <br />Street. In addition, directional signs of strategic locations around <br />the city should be installed to give directions to downtown Hilo. <br />PART 8 PLAN REVIEW BY AGENCY <br />8.1 Plan Review <br />The Agency shall review all construction and reconstruction <br />plans for downtown Hilo and determine whether they conform <br />to the objectives of the Urban Design rules. The determination <br />of the Agency will be based upon all written data presented to <br />or requested by the Agency and oral data offered during the <br />Agency's monthly public meetings. <br />8.2 Provision to Waive <br />When, in the Agency's opinion, the purpose and goals of this Rule <br />will be served, the Agency may waive compliance with provisions <br />of this Rule. <br />M-161 : <br />
