with -the size, scale, color, material and character of the <br />property, neighborhood or environment. <br />(j) Wherever possible, new additions or alterations to structures <br />shall be done in such a manner that if such additions or <br />alterations were to be removed in the future, the essential <br />form and integrity of the structure should be unimpaired. <br />4.2 Specified Guidelines <br />(a) Neighborhood Character <br />(] } Distinctive features such as the size, scale, mass, <br />color and materials of buildings, including roofs, <br />porches and stairways that give a neighborhood char- <br />acter should be retained. <br />(2) Landscape features such as parks, gardens, street <br />lights, signs, benches, walkways and building setback <br />that have traditionally linked buildings to their neigh- <br />borhood should be retained. <br />(3) New plant materials, fencing, walkways, street lights, <br />signs and benches that are introduced as part of the <br />rehabilitation project should be compatible with the <br />neighborhood character in terms of size, scale, mate -( <br />rial and color. <br />(b) Archaeological Features <br />(1) Known archaeological resources should be left intact <br />whenever possible. <br />(2) Disturbance of terrain around the structure should <br />be minimized to reduce the possibility of destroying <br />unknown archaeological resources. <br />(3) An archaeological survey of all terrain that must <br />be disturbed during the rehabilitation program should <br />be arranged. The survey should be conducted by <br />a professional archaeologist. <br />(c) Building Structural Systems <br />(1) Stabilization and repair of weakened structural mem- <br />bers is recommended. Leaving known structural <br />problems untreated that will shorten a building's <br />life is discouraged. <br />(2) New excavations which may undermine the structural <br />stability of an existing building are not allowed. <br />- 4 - <br />
