(d) Buildin Storefronts and Exteriors <br />(1) Original storefronts, in their entirety or in substantial <br />part, shall not be changed and shall be repaired and <br />preserved if feasible. <br />(2) Altered storefronts should be restored to their original <br />character by reference to photographs, investigation <br />of the original structural fabric and comparison with <br />similar structures within the downtown Hilo area. <br />(3) Where the original design of a building cannot be <br />determined or where full scale restoration is not <br />economically feasible, a design of the storefront <br />compatible with that of adjacent buildings may be <br />appropriate. Contemporary design features shall" <br />be compatible with design features of adjacent build- <br />ings, including, but not limited to, scale, proportions, <br />materials, colors, rhythms of solids to voids and repe- <br />tition of design elements and directional expression <br />(vertically or horizontally). <br />(4) The original exterior building material should be <br />retained and preserved whenever possible. Where <br />necessary, new materials that duplicate the old in <br />size, shape and texture may be allowed. <br />(5) Significant architectural features, such as cornices, <br />railings, awnings, canopies and shutters should be <br />retained and preserved. Missing features should be <br />replaced whenever appropriate and possible. <br />(6) Street level signage for buildings with canopies and <br />overhangs should be suspended beneath the canopies <br />or overhangs. The existing County sign ordinance <br />shall be the minimum requirements. Additional sug- <br />gested guidelines are outlined in the "new construc- <br />tion" section. <br />(7) The exterior color should harmonize with other colors <br />on the same buildings and with other buildings in <br />the neighborhood. The color scheme should follow <br />the color guidelines for new construction. <br />(e) Canopies <br />(1) Existing sidewalk canopies and overhangs should be <br />retained and preserved. Missing features should be <br />replaced whenever appropriate and possible. <br />(2) To reduce deterioration and minimize the cost of <br />the horizontal sidewalk canopies, it is suggested as <br />- 5 - <br />
