To further this plan, it would <br />be well for the City to proceed with a program of <br />acquisition of the property surrounding this parr <br />square. Since the property must ultimately be utilized <br />for civic purposes, it is an obvious economy to obtain <br />it before further rise of land values occur. Financial <br />returns could be realized by the City through the use <br />of such land for other purposes until needed as sites <br />for civic buildings, The use of the existing public <br />square for anything other than its present park pur- <br />poses, however, should never be allowed. Buildings of <br />a civic or monumental type require a spacious setting, <br />and the grouping of such buildings around an open <br />landscaped area is the most economical and practical <br />scheme. Hilo is indeed fortunate in having such a pos- <br />sibility afforded. <br />The site for the new library is sufficiently close to <br />this civic center area to be considered as part of it. <br />With the vacating of the present library building, <br />changes in the location of various municipal depart- <br />ments will occur; but these should not hinder in the <br />ultimate execution of a long -range plan for a unified <br />and attractive Civic Center. Forethought should be given <br />to such problems, but it is far more important at this <br />time to determine the policy and general design of <br />the Civic Center as an entirety, which, in fact, is the <br />intent of this report. <br />Attention is directed to Plate No. 11 of this report <br />which shows the proposals involved in the future de- <br />veIopment of Hilo's airport. As designed by the Terri- <br />torial Department of Public Works, and as approved <br />by the Civil Aeronautics Administration, these plans <br />when carried out will convert the existing landing field <br />into an airport of outstanding merit. The benefits <br />which Hilo will derive from this improvement will <br />undoubtedly influence the future growth and welfare <br />of the City. <br />In the planning of the Hilo of the future, adequate <br />flood - control measures must of necessity be seriously <br />considered in. order to protect areas into which ex- <br />pansion is expected and to safeguard property and <br />investments already developed.
