DOWNTOWN HILO PROJECT AREA <br />DOWNTOWN HILO COMMERCIAL DISTRICT (CDH) <br />The boundaries of the EnVision Downtown Hilo 2025 project are formed by the <br />existing CDH district. The CDH (Downtown Hilo Commercial) district is a distinct <br />area that is designated in the County of Hawaii Zoning Code by the symbol <br />"CDH." The CDH district is delineated by the western development area limits of <br />Kapi`olani Street /Ka`iulani Street, the Wailuku River, Hilo Bay, and Ponahawai <br />Street. <br />The purpose of the CDH district is to guide cohesive development that will <br />enhance Downtown Hilo's foundation as a vibrant and safe community and <br />gathering place where people can live, work, and play. The CDH district shall, <br />broadly speaking, provide adequate controls to direct land use, incorporate <br />physical design, and promote a sense of community by applying standards to: <br />create economic vitality, preserve our natural environment, strengthen and <br />sustain our community, enhance education, culture and the arts, promote <br />health and safety, and manage growth. <br />The CDH district forms a distinctive locale within the greater Hilo area and <br />identifies Downtown Hilo's character, promotes its function as an economic <br />engine, and protects the health and safety of its residents and visitors. The <br />characteristics of Downtown Hilo include its known status as a traditional <br />downtown that retains its cultural and historical significance, its beautiful physical <br />landscape extending from mountain to sea, and its long range community <br />vision. Downtown Hilo is compact with an abundance of small to medium <br />privately -owned businesses that contribute to form its unique character. <br />Covering an area of approximately 124 acres, the CDH district is anchored by <br />short blocks that are conducive for a pedestrian - friendly community. <br />EDH 2025: 5 -Year Action Plan Update 5 1 Page <br />
