TrampDrtation, Public Utilities and Flood and Drama a Controls <br />I. Provide uncongested vehicular routes into and from downtown Hilo <br />and discourage major through traffic routes in downtown Hilo. <br />2, Provide adequate, convenient and aesthetically pleasant parking <br />facilities for shoppers and employees within downtown Hilo. <br />3. Provide a safe, efficient and pleasant pedestrian circulation system <br />with protection from inclement weather and consideration for the <br />handicapped and the elderly. <br />4. Provide transit service for downtown shoppers and employees includ- <br />ing the handicapped and the elderly. [ <br />5. Correct infrastructure (streets, sewers, water, drainage, etc.) <br />deficiencies in Puueo and Kukuau, <br />6. Underground all overhead utility lines and remove all telephone and <br />power poles from the public rights --of -way in the redevelopment area. <br />Housing, Public Facilities, and Recreation <br />1. Provide a private, safe and healthful living environment for residents <br />in the redevelopment area and provide elderly housing which <br />preserves the lifestyle of elderly residents in low -rise buildings with <br />adequate space for gardens and pets. <br />2. Provide a variety of dwelling types in and near the downtown area, <br />where residents will be within walking distance from work, shopping <br />and entertainment. <br />3. Provide adequate public facilities to meet the needs of the redevel- <br />opment area residents, employees, and shoppers. ; <br />4. Provide adequate recreational facilities to meet the needs of the <br />redevelopment area residents, employees, and shoppers. <br />5. Provide special consideration, as appropriate, for the health, safety <br />and welfare of children residing in the general vicinity of sites <br />covered by the Redevelopment Plans. <br />Historic Sites Natural Bea and Urban Design <br />1. Develop downtown Hilo as the site for cultural events and a center <br />for community activities. € <br />2. Encourage a downtown environment which adds "life" and character <br />to streets, sidewalks and other public places. <br />3. Preserve and enhance buildings, places and objects of historical, <br />cultural, or architectural value to the community. <br />-4- <br />
