These and other <br />questions are what the EDH 2025 Vision Keepers and LSPs have grappled with during our first <br />three (3) years of implementation. <br />Our upcoming five (5) year Action Plan Update will involve a comprehensive community- review <br />process. In preparation for this, we will revisit each of the Plan's six (6) Focus Areas: Creating <br />Economic Vitality; Preserving Our Environment; Strengthening and Sustaining Our Community; <br />Enhancing Education, Culture, & the Arts; Promoting Health and Safety; and Managing Growth. <br />The six Focus Areas reflect the holistic nature of true sustainability, and ensure that every <br />interested stakeholder and community member can find an avenue for participation. Inherent <br />in the dynamic nature of a Living Action Plan is the importance of identifying new strategies and <br />actions throughout the implementation process. Being a grassroots project with minimum <br />"expert" assistance, we can use the influx of wisdom, fresh energy, and best practices offered <br />by the SDAT Program to assist us in finding answers to the questions listed above. As we <br />embark on our five -year Action Plan Update it is essential that we develop a framework for <br />sustainable planning and implementation. The potential to participate in the SDAT Program <br />represents an exciting opportunity for Downtown Hilo. <br />■ Community Description <br />History: <br />The history of Downtown Hilo is intricately linked <br />with the unique history, culture, geography, and <br />economic status of the greater surrounding area. <br />Ujxrtulpt juwi <br />s , HonoW <br />»' <br />The greater Hilo area has long been renowned for its capw�► k� Maun.-� �,9)a�t�oa mukW <br />fertile land and river systems, and its unique location ; <br />tucked in between the high peak of Mauna Kea and "Pahata <br />HAWAI i <br />the crescent - shaped Hilo Bay. Throughout the 1700s -1 - <br />Hilo formed an important nexus for trade and it was l Ka Lae <br />here that King Kamehameha solidified his rule (a statue of King Kamehameha is pictured left). <br />Legend reveals that the young king performed a miraculous feat <br />by overturning the 500 pound Naha Stone — a sign that he would <br />unite and rule over all the Hawaiian Islands which he finally <br />achieved in 1810. <br />Native Hawaiians operated with the traditional system of land <br />division known as the ahupua'a. Ahupua'a form self- sustaining <br />"wedges" that extend from the mountain top to the sea and <br />followed the lines of the natural watershed.
