Lead Solution Partners: Organizations <br />or agencies who take the lead role for <br />achieving or implementing an action. <br />Preferably partnerships are shared between <br />a government agency and a community <br />group. <br />Living Action Plan: A plan that doesn't <br />sit on the shelf because it is based on <br />community values and is alive and organic. <br />It is flexible, and evolves with the people <br />who are working on it. Our Action Plan <br />undergoes a public review every five years <br />to integrate changes. Our first 5 -year public <br />review will be in 2010. <br />Major Actions: Long term strategic <br />actions that are identified in the Action Plan <br />Matrix. They are usually large in scope and <br />depend on smaller projects that build upon <br />each other to achieve the action. <br />Shepherd: Protector, guardian, defender, <br />caretaker, or keeper for a plan. <br />Stakeholders: Stakeholders in our <br />community are those individuals or <br />organizations that help bring about change; <br />users or customers who are impacted by or <br />benefit from what happens; experts who <br />guide us; or those who exert influence over <br />decisions and hold the ability to generate <br />change. <br />Strategy: A major initiative designed to <br />achieve a Focus Area in our community's <br />Overarching Vision. <br />Supporting Partners: Organizations and <br />agencies that assist our Lead Partners to <br />implement an action. <br />Sustainability: A sustainable Downtown <br />Hilo is one that meets the needs of those of <br />the present without compromising the <br />needs and opportunities of future <br />generations. Embracing an ethos of <br />sustainability guides us towards an <br />evaluation of our economy, our ecological <br />footprint, and our personal health. To <br />encourage sustainable implementation, we <br />embrace the following values: Firstly, <br />implementation is built upon a foundation <br />of diverse stakeholder involvement which <br />encourages collaborative partnerships. <br />Secondly, we strive to build local leadership <br />capacity to ensure that actions can be <br />initiated and implemented. <br />Visioning: A process through which any <br />community can envision the future it wants, <br />plan how to achieve it, and begin to <br />implement it. Through visioning, a <br />community answers the following <br />questions: Where are we now? Where are <br />we going? Where do we want to be? How <br />do we get there?
