numbers. The emphasis in a lot of the conversation and the testimony we get is on other things; <br />design, compactness, community, collectivity, connections. There are a couple of things in that <br />long list, like the inability to go out of a district to drive back in to a district. That is a criteria that <br />people ought to be aware of. This does talk about the census blocks. Are there other notes or <br />ideas that we want to emphasize, that we would want to have visually put up with this? Or, is this <br />enough? <br />CHR. SIRACUSA: I have one suggestion. I like this; what you drew up is very clear, but I think <br />that some people will sit there and say, but what is the most number you can have; and what is the <br />least number you can have in any district? So I think we should add, right under where it says <br />"total deviation allowed in each district," a mention that the high would be 21,483, and the low <br />would be 19,441. <br />MR.
