MR. MIDDLESWORTH: District 2 is too small according to what we have been talking <br />about, and District 3 is too big. <br />MR. CARVALHO: I think District 4 and District 5 look pretty good, but District 2 and 3 <br />are not. Of course, District 1 has that wrap around. <br />MR. MELROSE: We see a couple of these with District 7 or some number that is a very <br />concentrated urban district. I think it is worth showing that, I'm not sure that those districts <br />represent the region in a good way. That is a Kona concern, the way it's just the urban area <br />like below Mamalahoa. They don't take into account a mauka /makai connection. <br />MR. KANUHA: This particular one doesn't take that into account. I've seen other maps <br />later on that do take that into account. As it is right now, I do like the idea of a <br />mauka /makai connection, but with this one it doesn't really show it. <br />Mr. Melrose moved to reject Plan _20 based <br />on the deviations. Seconded by Mr. Carvalho <br />and carried by the following vote: <br />Ayes: Commissioners Carvalho, Kahawaiola` a, <br />Kanuha, Melrose, Middlesworth, <br />Poindexter, and Chair Siracusa. <br />Noes: None. <br />Absent: Commissioners Kahui and Ugalde. <br />Review and Discuss Plan 21 <br />MR. KANUHA: Does anyone have any comments on Plan_21 ? <br />MR. MIDDLESWORTH: District 8 and District 1 are way out of bounds; 14% and 8% <br />under on one. This is one you would have to do a lot of work on to get up to the numbers. <br />MR. KANUHA: I think on this one the total deviation is a little out of bounds. It would <br />require a lot more work to keep this plan going. <br />Mr. Middlesworth moved to reject Plan _21 based <br />on the deviations.
