MR. MELROSE: Shyla, can you go into the Kona side and give us a quick look at what <br />the Kona boundaries are; both urban Kona and Southern Kona. <br />MR. KANUHA: With this one, I kept the basis of having that urban center, but I added the <br />mauka /mauai connection. So that was a point of keeping that urban part of Kailua Town, <br />or Kona Town, whatever you want to call it, and adding the ahupua'a involved. <br />MR. MELROSE: It's really the old town center, which was Keauhou to Kailua, and the <br />new town center which is Kailua to Keahole. Those are two separate portions of town <br />growth, but you build off of them and went mauka. I like that. <br />MR. MIDDLESWORTH: You can even take more of District 6 into District 7 and not add <br />people if you wanted to. <br />MR. KANUHA: District 7 has 20,700. If you look at the populations, it's all in the <br />acceptable total deviations; the total is 3%. <br />MR. MIDDLESWORTH: I was just thinking about it in terms of geography. If we took <br />some more of that mauka area of District 6 and reduce the mass of District 6 to keep it from <br />being so huge. <br />MR. KANUHA: When you go up higher in the upper lands, it takes big chunks of land. <br />MR. MELROSE: What did this one do to Waiki`i? Did it end up connected to Waimea or <br />did it get included in - - -It looks like it's in District 8. So, technically, what you would have <br />to do to fix this map is you need to include a couple more of the non - populated census <br />blocks right around the intersection at Saddle Road. There is no population there; if this <br />was going to work, you would want to include that so the district had a contiguous <br />connection. That's a fine tuning thing, but I think this one should stay in our mix. <br />Mr. Middlesworth moved to keep Plan _28 <br />for discussion. Seconded by Mr. Kahui and <br />carried by the following vote: <br />Ayes: Commissioners Carvalho, Kahawaiola` a, <br />Kahui, Kanuha, Melrose, Middlesworth, <br />Poindexter, Ugalde, and Chair Siracusa. <br />Noes: None. <br />Absent: None. <br />Review and Discuss Plan 29 <br />MR.
