MR. MELROSE: Shyla, can you pull into the Puna /Hilo interface? This does take the <br />mauka /mauai Puna perspective. It looks like it splits the excess of the Puna vote and puts <br />Kea` au in the District 2, and limits the amount of votes going into District 6, the Volcano <br />area; although Volcano remains in District 6. So this is an interesting kind of a <br />compromise one. It does have two votes for Puna, it splits the excess in Puna in two <br />different ways. It makes a certain amount of sense. The interface between District 1 and <br />District 3, is that at the river? What is the boundary there? <br />CHR. SIRACUSA: Excuse me, Linda Ugalde has just arrived. <br />MR. MELROSE: So this one crosses the river and picks up portions of Kaumana, <br />Wailuku, Waianuenue, and up into the Pi ' ihonua area. So there is a little bit of push into <br />the Hilo district. <br />MR. MIDDLESWORTH: This is that same discussion we have had before about where <br />you draw the line at Pi ' ihonua. <br />MR. MELROSE: This is what happens when you push the Waimea district to the edge of <br />Waimea and Waimea doesn't grow; because Hamakua needs to grow. So it grows all of <br />that growth into the Hilo district. I don't think, ultimately, that is something I will support, <br />but I think it is a reasonable option to put on the table for the conversation. The other side <br />of that is this also splits Waikoloa. And when you move the line to the edge of Waimea, <br />you end up having to split Waikoloa as well, which I frankly think is not a good decision. I <br />think that is going to be problematic. I don't mind it being on the table. <br />MR. CARVALHO: I have to disagree a little bit on this. You know, Waikoloa, and that <br />area are really going to grow, so somewhere along the line between Waikoloa and Waimea, <br />which are two pretty growing communities, somewhere along the line they are going to <br />have to be split. I just wanted to comment on that. <br />MR. KANUHA: I'm pretty sure this is the map that I drew. I just want to explain how I <br />came up with the process of doing this. This is based on one of the maps that we were <br />working on previously at the last Commission meeting. We didn't know where to add <br />Lakeland, and we didn't know where to add Waimea. So that is the compromise that I had <br />to make with adding Lakeland to District 9 and then splitting up Waikoloa in a boundary <br />that was towards your specifications, which was sort of acceptable under what we were <br />talking about. So that's the compromise I made there. But, in adding Lakeland in to <br />District 9, with District I. you have to come down into Hilo. There is no other way that <br />District 1 can get any people. That is the only way that I could make that happen. So that <br />was the reasoning why I did what I did between District 9, 1, and 3. <br />MR. MIDDLESWORTH: I think we should keep this map and continue to work with it. <br />Use this, because I think this is getting more towards how we are going to end up solving <br />these conundrums about what we are going to split and what we are going to put where. <br />20 <br />
