MR. MELROSE: They are all in District 4. I say we take this out. <br />CHR. SIRACUSA: I don't like this one at all. <br />MR. MELROSE: What is the problem with it, Rene? <br />CHR. SIRACUSA: The problem is that there is only one Puna District. That is the big one for <br />me because half of upper Puna has gotten segmented off into District 6 and the other half has <br />gone into District 3. Puna only has one Council District, basically, and I have to oppose that. <br />MR. MELROSE: I would agree with you and I don't want to go out with that. What I would <br />just say is that District 3 is entirely a Puna vote; there is not vote in the upper portion of Hilo. I <br />hear your point and it could easily be re- colored. But the vote is all in the Puna district. <br />MR. MIDDLESWORTH: There are no people north of Stainback Highway. <br />MR. MELROSE: You are right, there is a little bit of vote in that Puna area, and probably <br />there is a lack of connectivity issue. Maybe that is a good reason to reject it. There is a lack of <br />connectivity issue as this one gets up to the top of District 4. You cannot get to District 3 <br />without going through District 4. So I take back my comment, there are some votes in there. <br />So, I don't have a problem with not keeping this one. We have some other ones that do similar <br />to this. <br />MR. KANUHA: Do you folks want to leave this in for the public hearings, or take it out? <br />MR. MELROSE: I suggest we take it out. We have a connectivity issue that is not consistent <br />with the rules and I don't think we should take it out for that purpose. <br />MR. KAHAWAIOLA`A: Excuse me, just for a point of clarification. Are you going to take it <br />out to public hearings, or out, or in for public hearings? <br />CHR. SIRACUSA: Semantics. <br />MR. KANUHA: Well, currently all these maps that we are going to look at are going to be <br />made available at public hearings. <br />MR. MIDDLESWORTH: Why don't we agree on a term; keep or not. <br />MR. KAHAWAIOLA`A: I thank you, Mike, for that clarification. From here, because of the <br />delay, it seems like we are going to keep it; take it out. <br />Mr. Melrose moved to reject Plan _2, and not to <br />have Plan _2 available for the public hearings <br />based on the connectivity issues.
