Ayes: Commissioners Kahawaiola`a, Kahui, <br />Kanuha, Melrose, Middlesworth, <br />Poindexter, Ugalde and Chair Siracusa. <br />Noes: None. <br />Absent: Commissioner Carvalho. <br />MR. KANUHA: Plan _2 will not be made available at the public hearings. To clarify, the <br />public can still comment on any of the Plans that were submitted; moving on to Plan— 10. <br />Discussion on Plan_10 for Public Hearings <br />MR. KAHUI : This map was of particular interest to myself and Commissioner Kahawaiola' a. <br />Excuse me Pat, if I got that wrong. When looking at the deviation, as much as we are a negative <br />4.54 %, we did take into consideration in this map in light of our population growth and our <br />projection for those new housing plans in my district. So while it might seem a disadvantage to <br />some extent, we do take that into consideration and I think there were some other reasons why Pat <br />might have felt favorable to this plan with respect to this council district. I am in strong favor of <br />keeping this plan. <br />MR. KANUHA: I know there was a deviation problem when you look at District 4; it has a <br />negative 6% deviation. I'm just wondering if we can work with that, or do you want to work with <br />this right now? <br />MR. MELROSE: I say we just leave this one the way it is. Part of the reason this might have <br />deviated is there were 1,000 votes that came out of the Hilo area because of the re- calculation. <br />That is probably why we got above the 5 %. I would leave it in and have it for conversation. <br />Mr. Kahui moved to keep Plan_ 10, and to have <br />Plan_10 available for public hearings, Seconded by <br />Mr. Kahawaiola' a and carried by the following vote: <br />Ayes: Commissioners Kahawaiola`a, Kahui, <br />Kanuha, Melrose, Middlesworth, <br />Poindexter, Ugalde and Chair Siracusa. <br />Noes: None. <br />Absent: Commissioner Carvalho. <br />MR. KANUHA: Okay, Plan— 10 will be made available at the public hearings. <br />Discussion on Plan_17 for Public Hearings <br />MS. UGALDE: This is one of the few that puts Volcano where it belongs. I think we should <br />keep it, thank you. <br />MR. KANUHA: I agree, this one is different than a lot of the other ones that were submitted. <br />37 <br />
