MR. MELROSE: That map had some good concepts that are still being incorporated <br />Review and Discuss Plan 23 <br />CHR. SIRACUSA: Here we have three districts that are in excess of the 4.99% deviation. <br />Let's see what other problems this map might have. <br />MR. KAHUI: Which map are you referring to? <br />CHR. SIRACUSA: Plan _23. From the Puna perspective, it doesn't include Volcano. It does <br />give us two districts; but they are divided east /west, therefore creating some connectivity issues <br />for the western side of Highway 130. <br />MR. MELROSE: I think you have to be careful about using that distinction because even the one <br />we are looking at uses a similar alignment, uses similar roads. So, I'm not sure what you mean by <br />access issue. If you follow Highway 130, anybody can follow Highway 130. <br />CHR. SIRACUSA: But the communities that are on the west side of Highway 130 don't have the <br />internal road connectivity. <br />MR. MELROSE: But they can come up Highway 130. I just don't want to get into the habit of <br />making that the reason when we will have other ones that are similar to that. <br />CHR. SIRACUSA: Well, we don't even need that reason. <br />MR. MELROSE: Then don't use it, please. <br />CHR. SIRACUSA: It also has three districts that are way over the numbers. <br />MR. MELROSE: Then let's use that reason. <br />CHR. SIRACUSA: I just wanted to mention all the reasons to keep our bases covered. <br />MR. MELROSE: Does this split Waikoloa? No, it doesn't. Puako is in District 8. <br />Ms. Ugalde moved to eliminate Plan _23 <br />due to high deviations in three districts. <br />Seconded by Mr. Melrose and carried by <br />the following vote: <br />Ayes: Commissioners Carvalho, Kahawaiola` a, <br />Kanuha, Melrose, Middlesworth, <br />Poindexter, Ugalde, and Chair Siracusa. <br />Noes: None. <br />Absent: Commissioner Kahui <br />W <br />
