Review and Discuss Plan 40 <br />CHR. SIRACUSA: This is the original Plan _40 that we put out to the public hearings. Let's <br />look at the numbers. Well, 6.0% that is no good. <br />MR. MELROSE: This was our take at revising what was Plan-39. <br />CHR. SIRACUSA: And we never finished it. We got burned out before we got to Puna. <br />MR. MELROSE: Did we really do this? <br />CHR. SIRACUSA: We started with Plan-39 and we started tweaking it an renamed it <br />Plan-40. <br />MR. MELROSE: Is this the one we did that was Plan 39 and now called Plan 40? For the <br />sake of the conversation I would say that this didn't work well. This was the one that split <br />HPP down the middle. <br />CHR. SIRACUSA: And it does have two large deviations. One is 6.6 %. <br />Mr. Melrose moved to eliminate Plan 40 <br />because it has high deviations and splits <br />Hawaiian Paradise Park. Seconded by <br />Ms. Ugalde and carried by the following vote: <br />Ayes: Commissioners Carvalho, Kahawaiola` a, <br />Kanuha, Melrose, Middlesworth, <br />Poindexter, Ugalde, and Chair Siracusa. <br />Noes: None. <br />Absent: Commissioner Kahui <br />CHR. SIRACUSA: We are left now with Margaret's October 17, 2011 version of Plan-40 and <br />her October 19, 2011 version of Plan 40 and Plan 46. <br />Review and Discuss Margaret Wille's Plan-40 revised for 10.17.11 <br />MR. MIDDLESWORTH: It splits Keaukaha. It doesn't include all of Volcano in the Puna <br />district. <br />MR. KAHAWAIOLA`A: Yes it does, and it jumps across town. I would be one to object <br />because of the splitting of the Hawaiian communities from the contiguous formation that they <br />have. <br />CHR.
