I think we should keep UistTict Z as is, "rural/urban" district and <br />have District 3 keel all the commercial and industrial district. 'This way, the <br />Council member could concentrate on the needs of their particular district. <br />So the lines would need to be changed from "ocean lc7 11lhuTttaln" tcI "rioith <br />to south" starting from Wailuku River.
