To my knowledge, District 2 has always represented the "rural and urban„ communities. District 4 has always been the "mix district" and District 3 was ciIso a "rural and urban" until 10 years age when the commission charged that and put Kea;au in District 3. „KEEP District 2 RURAL/URBAW and "KEEP Disfirict 4 MtxED'F. Commissioners 2,3 and 4, you need to remember, you need think haw District 2- and 3 will best service the "People" of those districts in Hilo- Go back to using the following streets as the boundaries,; from Wailuku River go to either Komohana or Kapiolani Streets to diVide Districts 2 and 3.
