PLANNING COMMISSION <br />COUNTY OF HAWAII <br />RULES OF PRACTICE AND PROCEDURE <br />RULE 1. GENERAL RULES <br />1-1 Authority <br />The rules hereinafter contained are established pursuant to the authority of sections 5-4.3 <br />and 13-7 of the Charter of the County of Hawaii, and chapter 91, Hawaii Revised <br />Statutes. <br />1-2 Purpose <br />These rules govern the practice and procedure before the Planning Commission of the <br />County of Hawaii. <br />1-3 The Commission <br />(a) Office. The office of the Commission is at Hilo, Hawaii. <br />(b) Communications. Any communication to the Commission shall be addressed to <br />the Chairman, Planning Commission, County Building, 25 Aupuni Street, Hilo, <br />Hawaii, 96720, unless otherwise directed. <br />(c) Membership. The Commission consists of nine members appointed by the Mayor <br />and confirmed by the Council. In addition, the Chief Engineer of the Department <br />of Public Works and the Manager of the Department of Water Supply serve as <br />ex-officio members without voting privileges. <br />(d) Chairperson; Vice-chairperson. A chairperson and a vice-chairperson shall be <br />elected annually by the members of the Commission at the last regular meeting of <br />the Commission in December. The vice-chairperson shall perform all the duties <br />of the chairperson during the absence of the chairperson. <br />1-4 Meetings <br />The Commission may meet and exercise its powers in any part of the County of Hawaii. <br />Except as provided by law, all of its meetings are open to the public. The parliamentary <br />procedure to be utilized by the Commission in the conduct of its own meetings shall be <br />based on the Revised Edition of Robert’s Rules of Order. <br />(a) Regular Meetings. Regular meetings shall be held at least once a month in the <br />Councilroom, Hawaii County Building, unless otherwise specified by the <br />Commission. <br />(b) Special Meetings. Special meetings of the Commission for the transaction of its <br />business may be held at any time and place as scheduled by the Commission. <br />(c) Notice of Regular and Special Meetings. <br />1-1 <br /> <br />
