MS. POINDEXTER: Now we got to go and pull out of Hilo. We took more of Waimea, <br />so we are going to move the Hamakua line back. Go back to the river. <br />MR. KAHAWAIOLA`A: All the way to the river. <br />CHR. SIRACUSA: Sounds like a song title. <br />MR. MIDDLESWORTH: We have room for 1,500 people in District 2, and we've got <br />room for maybe about 400 people in District 3. But we've got almost 6,000 extra people in <br />District 1. Now, what are we going to do with them? <br />MS. POINDEXTER: You see Wainuenue Avenue and all that; all that goes back into Hilo <br />and out of Hamakua. <br />CHR. SIRACUSA: Before when we were doing Puna, we had higher numbers in Puna. <br />Did that get saved? District 2 can shed some into District 5. Let's go into the individual <br />subdivisions. Council District 5 doesn't need to get any bigger than that. District 5 is over <br />now. We know we have an overflow from Puna. We know that; we accept that. <br />MR. KAHAWAIOLA`A: Some parts of Puna, Madam Chair, that as I heard it expressed, <br />they are going to be put somewhere else; instead of four different parts of Puna getting put <br />somewhere else. That's the message that I heard. If there is only one place in Puna that <br />has got to go into the Hilo or the Ka`u side, wherever, that's okay; right now you've got <br />three or four places that's going to go. <br />CHR. SIRACUSA: District 4 can do some growing here, and if it takes from District 5, <br />then District 5 can take some from District 2. <br />MR. KAHAWAIOLA`A: Yes, Madam Chair. I believe that is what was the first <br />impression from Commissioner Middlesworth; that the numbers in Puna, were really <br />planned for growth. Rather than shedding for the sake of shedding, we should have been <br />arguing and making sure that most of the people, that we move forward for most of the <br />people and that not diminishing the fact that Puna is going to have two full on districts; two <br />seats. <br />MR. MIDDLESWORTH: Look now at District 8. <br />MR. KANUHA: We know there is a need to get more people into District 8, but I think <br />that with this map, currently, there is no reason to - -- <br />MR. MIDDLESWORTH: The only way you can do it is to move Volcano back into <br />District 6, move more of District 2. You make District 6 a lot bigger, just like we always <br />have had and then you are going to have to move north with District 7. You are going to <br />lose most of District 7 into District 8 no matter what we do with the rest of the island, when <br />you draw it this way. <br />33 <br />
