MR. MIDDLESWORTH: Go all the way down to the top of Paradise Park. Everything <br />east of that line is District 3 and District 2 is the big district that includes part of town and <br />Waiakea Uka and all of the stuff just as it does now. <br />MR. MELROSE: So you're bottom line includes Kea`au in 3? <br />MR. MIDDLESWORTH: If we need the overflow. <br />MR. MELROSE: Right now you don't? <br />MR. MIDDLESWORTH: Right now we don't because we're stretching out so far to the <br />west. <br />MR. MELROSE: But there's no - - -We didn't take any of the population, we just cleaned it <br />up. <br />MR. MIDDLESWORTH: Well no. You got 3 stretching all the way up. <br />MR. MELROSE: The difference, from my perspective I don't know exactly how to <br />interpret what you're doing, but it would be to now make the adjustment between - -- <br />MR. MIDDLESWORTH: This is my district right there. It goes from Hilo out to the west. <br />MR. MELROSE: No, no. Your district is not 2. <br />CHR. SIRACUSA: Mike, as you speak to Jeff please do it into the mic so that we have it <br />on the record. <br />MR. MELROSE: Your district is 4 which is - -- <br />MR. MIDDLESWORTH: I'm not talking about the numbers Jeff, I'm talking about the <br />physical district. <br />MR. MELROSE: Okay, my thought was that we - - -My suggestion is that we use that <br />traditional definition of the beginning of those two districts that you have one that comes <br />up from the beach, one that comes up from the Pana`ewa area and one that comes up from <br />the Hanakahi, One and Paliku. <br />MR. MIDDLESWORTH: I think it would be a lot better for the Hilo people to keep the <br />districts similar in shape whether we change the numbers or not. But keep people in the <br />same geographic district that they've always been in. In other words, you've got a district <br />that includes mostly downtown which is now District 4, Patrick's district, and my District 3 <br />which extends west and includes part of Puna and on out. <br />MR. KAHAWAIOLAA: Oh chair, I think I understand the logic behind Commissioner <br />Middlesworth's scenario he just raised. I'm sorry if I caused the confusion by using, <br />41 <br />
