COST RECOVERY <br />The impact fee study will calculate maximum fees that can be charged. Preliminary analysis indicates <br />that the total maximum impact fees will exceed the curre nt total fair share assessments. The fair share <br />assessments are compared with California and national average impact fees in Table 4. HawaiÓi CountyÔs <br />assessments for roads and parks are significantly higher than the national average, although they are right <br />in line with average fees charged in California. However, the County will <br />to adopt impact fees at some percentage less than 100 percent of <br />K.
