From the, it would be makai-south corner of the Towata property, running <br />diagonally to the, I think that’s Lot 63 -. <br /> <br />ARAI: Okay. So basically cutting off traffic flow along this Government Road? <br /> <br />HICKCOX: Yes, from this side. <br /> <br />ARAI: From this side -. <br /> <br />HICKCOX: And the only entrance would be from Imin. <br /> <br />ARAI: Normally, I wouldn’t -. Ki will take this. <br /> <br />EMLER: If you try to block it off on this end, you need a turnaround, and that’s a pretty substantial <br />amount of improvement to do a turnaround to a dedicable standard like that or, you know, in a way <br />that an emergency vehicle could use it. So I think you are looking at more improvements at this end <br />of the road than last, to do something like that. Can I have the floor for another minute on this <br />issue? <br /> <br />GIFFIN: Ki. <br /> <br />EMLER: I really, when Daryn approached me with this one-way, I thought the option still having <br />additional right-of-way at this end of the road was still open to facilitate that turn movement onto <br />Māmalahoa Highway. Even if you made it one-way, it may be, make a real difference which way <br />you go one-way, and how you facilitate that turn could call for additional widening on one end like <br />this in order to do that properly and do it in a way that’s acceptable to the community. So I thought <br />that -. And Wayne, I think it was Wayne, or Thomas, did you make the issue of having twelve feet <br />on one end and zero on the other? Yeah, that’s a reasonable accommodation in my opinion. I just <br />didn’t, again, I didn’t want to propose that; I thought that was too complicated, so I tried to make it <br />standard request of one-half additional right-of-way. There is no way that Public Works will <br />probably ever be going to get the other side to a full 50 feet. I’m not even considering that to be a <br />possibility at this point. So, good one, I’m going to take that store. And this is overhanging the <br />County road right now. So it’s a matter of trying to accommodate the existing condition is what we <br />are requesting. <br /> <br />GIFFIN: Right. Daryn? <br /> <br />ARAI: The only thing I can think of is that to accommodate the additional right-of-way necessary, <br />in the addendum to the Condition E that I mentioned, where it talks about “shall be limited to <br />pavement, transitions and striping,” I could include additional language like “shall be limited to <br />right-of-way and pavement transition and striping”; at least that speaks directly to right-of-way and <br />it’s clear that it’s to accommodate the pavement transition. Ki was mentioning whether it will make <br />specific reference to 12.5 feet, and I’m not making the specific reference because the way I see it is <br />whatever is necessary to accommodate the pavement transition, that’s how much right-of-way you <br />take. <br />25 <br />EXHIBIT A <br /> <br />
