4.0 RECYCLING, BIOCONVERSION, AND MARKETS <br />4.2.2 Review of 2002 Plan Update <br />The following is a summary of the recommendations put forth in the 2002 Plan update <br />relative to recycling, bioconversion, and marketing, and a description of the actions taken to <br />achieve each recommendation. <br />2002 Plan Update Recommendation <br />Status <br />Recycling <br />Hire County Recycling Coordinator <br />The County hired a full -time Recycling Coordinator in mid <br />2003 responsible for directing other County staff and <br />vendors engaged in waste reduction and recycling efforts. <br />Increase Budget for Promotion and Education <br />Substantial budget increase for Promotion and Education. <br />Ban Yard Trimmings at Recycling and <br />No ban has been established to date. In order to establish <br />Transfer Stations and Landfills <br />such a ban, it is necessary to provide an alternative process <br />for disposal of yard trimmings. The County has established <br />green waste facilities in Hilo, Kona, and Kea'au with plans to <br />expand to other sites through a request for proposals. <br />Additionally, a request for proposal will be issued for <br />compost and biodiesel. <br />Establish Dropoff Centers at Transfer Stations <br />All Transfer stations contain a two -bin system, one bin for <br />for Source - Separated Recyclable Materials <br />glass and the other bin with mixed recyclables (paper, <br />plastic, and metal). <br />Establish Dropoff Centers at Locations Other <br />There are HI -5 Certified Redemption Centers at some <br />Than Transfer Stations (Shopping and <br />transfer stations and private facilities conveniently located to <br />Community Centers, Schools) <br />shopping areas. Other recycling dropoff centers outside of <br />transfer stations have not been implemented. <br />Reconfigure Transfer Stations to Emphasize <br />The County is currently in the process of re- designing the <br />Recycling <br />transfer stations to enhance recycling efforts, provide better <br />signage, and allow commercial recycled materials. <br />Increase Funding for the Existing Diversion <br />No longer a grant program — now done using request for <br />Grant Program <br />proposals. Increased funding underway. <br />Establish a County Policy that Restrains <br />In 2007, City Council passed a resolution to request Mayor <br />Disposal of Recyclable Materials <br />Harry Kim to issue a directive mandating recycling at County <br />offices recycling. The Mayor has not issued a directive to <br />date. <br />Increase the Tipping Fee at Landfills <br />The tipping fee has been increased to $85 /ton at the <br />landfills. <br />Enhance C &D Waste Recovery <br />Kea'au Transfer Station has accepted construction debris <br />(residential only). Private contractors are also providing <br />assistance with C &D waste recovery. <br />Emphasize Recycling in the Design of Sort <br />Designed but not implemented. <br />Station <br />Increase the Incentives for Alternatives to <br />Not implemented. <br />Disposal of C &D Waste <br />Phase -in Landfill Bans on Recyclable C &D <br />The County is currently focused on Public Education and <br />Wastes <br />facilitating private entities that can create programs or <br />facilities that provide incentives for diversion of clean C &D <br />wastes. In 2007 Arc of Hilo opened a C &D waste re -use <br />center and is promoting this to local contractors. <br />4 -2 December 2009 <br />
