The bags compost well <br />and avoid the contamination issues associated with plastic bags. <br />claims. <br />4.5.3.1 Service Standards <br />Like curbside collection, it is recommended that any green waste collection program should <br />be a mandatory program for more densely populated single family neighborhoods to <br />increase efficiency and reduce operating costs. Further, it is recommended that the program <br />include rolling carts loaded using semi- automated of fully- automated equipment. <br />4.5.3.2 Processing Requirements <br />The County currently contracts for green waste processing (into mulch) at sites at the SHSL <br />and the Kealakehe Recycling and Transfer Station, and it is currently in the process of <br />contracting for development and operation of a composting facility at the WHSL. To <br />minimize transportation costs, it would be advantageous to develop another processing <br />facility in the Waimea area. If that facility is developed, there will be sufficient capacity to <br />process the material. However, mulching produces a relatively low value product that is <br />less desirable than compost or soil products made from compost. After the West Hawai'i <br />compost facility is operational, the County should evaluate the costs and benefits of <br />developing a similar facility in East Hawai'i and possibly in the Waimea area. This is <br />recommended regardless of whether or not curbside green waste collection is implemented. <br />4.5.3.3 Other Considerations <br />The other considerations that apply to curbside recycling also apply to curbside green <br />waste: <br />• A decision would need to be made if collection would be provided by County workers <br />or under a contract with a private service provider consistent with State contracting <br />laws. <br />• The program must be integrated with other collection programs and with the current <br />green waste services provided at County recycling and transfer stations. <br />• Pilot programs and consumer research should be conducted prior to full -scale <br />implementation to develop data that can be used to refine and tailor the program to the <br />needs of the various communities within the County. <br />• Education and promotion of the program would be critical to success. <br />4 -18 December 2009 <br />
