0 0 <br />USE WILL NOT SUBSTANTIALLY CHANGE THE ESSENTIAL CHARACTER <br />OF THE LAND <br />There is open space and a buffer of mature trees between the facility and surrounding <br />properties. <br />Cultural, educational and recreational facilities are common in communities, and <br />rural /agricultural areas are no exception. This facility will not be at all visually <br />incongruous with the surrounding area. <br />All activities will be within the property and away from the view of adjacent residences. <br />CONSISTENCY WITH THE GENERAL PLAN <br />The proposed use will not be contrary to goals, policies and standards of the General <br />Plan. By adding to recreational and cultural facilities the proposed amended Special <br />Permit is consistent with Section 12.5.1.1 which states that park facilities in Puna are <br />inadequate. <br />The proposed activities also further the goals stated in: <br />• Section 12.2 (a) to `Provide a wide variety of recreational opportunities for the <br />residents and visitors' <br />• Section 12.2 (c) to `Provide a diversity of environments for active and passive <br />pursuits.' <br />The proposed activities will further implement General Plan Policies in Section 12.3: <br />(a) Strive to equitably allocate facility -based parks among the districts relative to <br />population, with public input to determine the locations and types of facilities. <br />(b) Improve existing public facilities for optimum usage. <br />(c) Recreational facilities shall reflect the natural, historic, and cultural character of the <br />area. <br />(g) Facilities for compatible multiple uses shall be provided. <br />(h) Provide facilities and a broad recreational program for all age groups, with special <br />considerations for the handicapped, the elderly, and young children. <br />(i) Coordinate recreational programs and facilities with governmental and private <br />agencies and organizations. Innovative ideas for improving recreational facilities and <br />opportunities shall be considered. <br />(j) Develop local citizen leadership and participation in recreation planning, maintenance, <br />and programming. <br />The proposed activities are consistent with Economic Goals: <br />• Section 2.2A states "Provide residents with the opportunity to improve their <br />quality of life through economic development that enhances the county's natural <br />and social environment ", <br />• Section 2.2B states "economic development and improvements shall be in balance <br />with the physical, social and cultural environments of the Island of Hawaii. <br />23 j <br />
