Application for Special Permit <br />Rodney & Lorrie Diamond <br />TMK (3) 1- 5- 017:112 <br />Puna Community Development Plan (PCDP) <br />The Puna Community Development Plan goals are that the, "...residents of Puna live in harmony with <br />the aina while promoting as a stainable vibrant local economy, healthy communities, and available <br />transportation system that is accessible, friendly and safe for now and future generations." (PCDP1 -6). <br />Granting the Applicant's request for a Special Permit would help the PCDP reach these goals. <br />0 M51ama I Ka `Aina <br />The subject property would be consistent with the PCDP's land preservation goals by: Being <br />respectful of their surroundings: Currently there are no known cultural sites located on the subject <br />property and the Applicant has secured a "No- Effect" letter from the Department of Land and <br />Natural Resources State Historic Preservation Division. The letter is attached as Exhibit B <br />There are no known access ways through the property to the mountain or the ocean: Areas of scenic <br />and cultural interest will continue to be accessible to the public in a manner that does not detract <br />from their aesthetic, natural, and cultural value. <br />No native forests of Puna will be lost. The subject property is not located in a forest reserve, natural <br />area reserve, or anywhere near a national park boundary. <br />• Managing Growth <br />The subject property would meet the PCDP's growth goals by: <br />Increase overall services that are accessible to the underserved subdivisions that have been <br />experiencing higher levels of development growth. <br />Promote adjustments to maintain and increase the quality of life for people in Puna. <br />Targeting investments in public service and infrastructure to serve peripheral subdivision areas. <br />• Transportation <br />The subject property would meet PCDP's transportation goals by: <br />Increasing employment opportunities within the Puna area in order to reduce long commuting. <br />Reducing commuter traffic for employment purposes thus reducing Puna's reliance on fossil fuels <br />for transportation. <br />The Hawaiian Paradise Park Master Plan <br />The Hawaiian Paradise Parr ("HPP") Master Plan was created to serve as a planning guide to address <br />future growth of HPP. The proposed use of the subject property is consistent with the HPP Master Plan <br />by providing a cottage industry that will not create extra traffic or nuisance to neighbors. <br />Surrounding Zoning and Land lases. <br />The Subject Property is zoned Agricultural -I acre (A -1a). All adjacent lands to the north, south, east and <br />west of the Subject Property is zoned A -la and are either vacant, in residential use, or residential with <br />light agricultural use. The adjacent parcels to the, north and south of the subject property are vacant. <br />Single- family residences occupy the adjacent parcels to the east and west. The closest neighbor is to the <br />east of the subject property, they have never complained about what is done at this location.
