Rodney & Lorrie Diamond <br />Application for Special Permit TMK (3) 1- 5- 017:112 <br />Flood Insurance Rate Map <br />The Federal Emergency Management Agency (FEMA) has classified the area in which the subject <br />property is located, as Zone X. Zone X is land with no recognized flood potential and is located outside <br />both the loo -year and 500 -year floodplain. This classification means that the property is located outside <br />of the 0.2 percent annual chance floodplain, and that no base flood elevations or depths are shown for <br />this zone (NFIP,2009). The risk of flooding from large surface water flood events is low. A copy of the <br />FIRM designation is attached as Exhibit C. <br />Archaeological Resources <br />The subject property is a I-acre parcel zoned Agricultural I acre (A -la) and is located at 15 -1815 32nd <br />Avenue, Hawaiian Paradise Park, Puna, Island of Hawaii. The subject property is not listed on the <br />National or State Register of Historic Places and information from the County of Hawaii Real Property <br />Tax indicate a residential structure was permitted in year 2001. The subject property is not anticipated <br />to have any archaeological resources. the Applicant has secured a "No- Effect" letter from the <br />Department of Land and Natural Resources State Historic Preservation Division. The letter is attached as <br />Exhibit B <br />Floral and Faunal Resources <br />The subject property includes introduced fruit trees, vegetable and herb gardens, and various introduce <br />ornamental plants. The subject property does not have any high -value floral resources. Common birds <br />such as Japanese white -eye, Northern Cardinal, Spotted Dove and Common Myna birds are seen on the <br />subject property and none of these birds are listed or candidates for threatened or endangered species. <br />Valued Cultural Resources <br />The Subject Property is located on 32nd Avenue, Hawaiian Paradise Park, Puna and is not anticipated to <br />have any valued cultural resources. <br />Public Access <br />The Subject Property is not located adjacent to or near any shoreline or mountain areas; therefore, the <br />project would not affect public access to these resources. <br />Description of Access <br />Access to the Subject Property is via a drive way on 32nd Avenue in Hawaiian Paradise Park. 32nd Avenue <br />is a two lane gravel road that has a 40 foot right of way. The roads of the Hawaiian Paradise Park <br />Subdivision are privately owned and maintained. <br />Traffic Impacts <br />The subject property is anticipated to have unassuming traffic impact in both the morning and <br />afternoon hours. <br />One owner /employee commutes daily to the subject property from his home in Volcano Village. The <br />other two employee /owners live in the residence located on the subject property. <br />One or two work vehicles will be leaving and returning to the subject property, daily at most, often <br />times less. Drilling equipment is left on the remote jobsites until the work is completed. This often <br />takes several days of work.
