Hawai‘i Police Commission <br />Regular Session Minutes <br />December 21, 2012 <br />Page 4 <br />Horner: Yes <br />Kualii: Yes <br />Mende: Yes <br />Marques: Yes <br />Victorine: Yes <br />The motion carried unanimously. <br />INVESTIGATION AND DELIBERATION OF COMPLAINTS <br />Chair Ono explain the commissionÓs process in investigation of complaints. <br /> <br />DWIGHT VICENTE (Complaint HPC 12-41) came before the commission. <br />told Mr. Vicente that his complaint is that he was denied a gun permit, but he says the <br />laws donÓt apply; he doesnÓt understand this. Mr. Vicente state <br />acquire firearms. This is the Hawaiian Kingdom which does not have gun control. Only <br />native Hawaiians belong here on the Hawaiian Kingdom. The police under the U.S. <br />Constitution are illegal. HawaiÒi is an independent nation. <br /> <br />Vice Chair Ignacio stated that he is asking the police for a gun permit, but on the other <br />hand, he says the police do not have the right to ask for a permit. This confuses her. <br /> <br />Mr. Vicente stated that we shouldnÓt have a permit system because the Hawaiian <br />Kingdom does not have gun control. He should be able to carry arms without a permit <br />and buy them without a permit. <br /> <br />EXECUTIVE SESSION <br /> <br />Commissioner Marques moved to meet in executive session to consider discipline and <br />charges against officers or employees of the HawaiÒi Police Department, to consider <br />sensitive matters relating to public safety, and to consult with Corporation Counsel on <br />questions and issues pertaining to the commission's powers, duties, privileges, <br />immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the HawaiÒi County <br />Charter Section 13-20 (b). Commissioner PeÒa-Ferrari seconded the motion, and it <br />carried unanimously. <br /> <br />Members in the public called out that they would also like to be heard in open session. <br />Chair Ono told them that they would hear from those who request open session after <br />they come out of executive session. <br /> <br />Executive session convened at 1:10 p.m. <br /> <br />Open session reconvened at 2:28 p.m. <br /> <br />INVESTIGATION AND DELIBERATION OF COMPLAINTS <br /> <br />FRANKLIN LOCKE (HPC 12-29) came before the commission. He stated that he <br />doesnÓt have much to add to his complaint. He has several witnesses. He is there to <br />request that his complaint be investigated. <br /> <br />
