<br /> <br /> <br />Regarding the Communication made to Corporation Counsel Lincoln Ashida. Kit Roehrig <br />39 <br />shared that after a verbal communication, where Lincoln Ashida stated that the request <br />40 <br />could be made via email, he conferred with Mike Fischer and the email was drafted and <br />41 <br />sent. The AC confirmed that the request to have the Corporation Counsel have separate <br />42 <br />Counsel for the AC than the Planning Department. Letter will be drafted and signed by <br />43 <br />the Chair to be sent to Corporation Counsel. <br />44 <br />BUSINESS OF COMMITTEE <br />45 <br /> SKCDP Implementation. <br />1. Action Committee will continue ongoing review of SKCDP <br />46 <br />Goals, Policies and Actions & discuss roles & responsibilities. <br />47 <br /> <br />a.Update/Discussion of Agenda Items by Planning Director, BJ Leithead Todd or <br />48 <br />authorized representative. <br />49 <br />No Discussion <br />50 <br /> <br />b.Update/Discussion of Agenda Items by Council Member, Margaret Wille <br />51 <br /> <br />i.CIP – Recommend to have Larry Brown or someone from Long Range Division <br />52 <br />provide a training for the AC on the process <br />53 <br /> <br />ii.Working with DHHL, Kalo School, and Community Members on CIP projects (Air <br />54 <br />National Guard Program, Resource Center, Emergency Road) <br />55 <br /> <br />iii.Met with Chair for the NKCDP AC regarding the Planning Director letter and would <br />56 <br />like to suggest that the SKCDP AC letterhead have the names of the members listed <br />57 <br />on the letterhead. <br />58 <br /> <br />iv.County Council has also put in a resolution for an alternate counsel for the Council <br />59 <br />than the Administration. So is supportive of the AC request to Corporation <br />60 <br />Counsel. The CDP’s are a part of the General Plan, and the General Plan is a <br />61 <br />legislative policy directive. The AC interprets/implements the CDP whereas the <br />62 <br />Planning Department carries out the CDP/policy. There needs to be a separation of <br />63 <br />power. Which is why the initial draft to create the AC’s actually had committees <br />64 <br />under the Department of Research and Development. <br />65 <br /> <br />v.Supports that the Planning Department needs to be the keeper of correspondence <br />66 <br />and it is important to provide the PD a copy of all correspondence/documentation. <br />67 <br /> <br />vi.Regarding permit review activities discussed the importance of having the AC <br />68 <br />provide feedback to the County on applications such as the Waikoloa Mauka/River <br />69 <br />Bend or the Puako 1010 projects to make sure the CDP is being implemented well. <br />70 <br /> <br />1)Staff confirmed that the AC can suggest changes to the Zoning Code and make <br />71 <br />suggestions for amendments to the General Plan (as well the CDP). <br />72 <br /> Scheduling Locations for the 2013 Meetings. <br />c. <br />73 <br /> <br />i.The AC determined that the meetings should still rotate between all of the districts <br />74 <br />with meetings in Waimea, Waikoloa, Kawaihae and Puako. <br />75 <br /> <br />1)Waimea – January, March, August, November, and December <br />76 <br /> <br />2)Waikoloa – February, May and July <br />77 <br />Page 2 of 5 <br /> <br />
