Action Priority List: <br />The AC list of priority Actions as amended on February 14, 2012 was subsequently reviewed <br />and updated again on November 13, 2012. The priority list was also restructured into two <br />categories. The first category is Actions Underway, which includes projects being actively <br />pursued and therefore automatically considered as high priority projects. The other category <br />consists of Proposed Actions that the AC has identified from the PCDP as either ripe for <br />implementation or of urgent need in the community and are listed in their priority order. <br />Actions Underway — Automatic Top Priority <br />1. Support preparation of Draft Community Long Range Plans for Pahoa, Kapono <br />(Kalapana- Kapoho), Mountain View and Volcano. (PCDP 3.1.3). <br />• Support the development of a Pahoa Regional Town Center Plan <br />• Revise and re- format the Volcano Long Range Plan <br />• Encourage community participation in start-up plans for Mtn. View, Kapono <br />(Kalapana — Kapoho) <br />• Include architectural and historical review <br />• Facilitate community planning teams by providing planning expertise from County <br />Planning Dept. <br />2. Support Puna Community Medical Center Expansion (PCDP 3.3.1, 3.3.3.a & 3.4.2.a). <br />• Write letters of support for continued funding and for grants <br />• Testify on Med Center behalf at Planning Commission and County Council hearings <br />• Support application to DLNR for long term lease on a 5-ac property in Pahoa <br />• Support expansion of health services and building expansion <br />Proposed Actions in Priority Order <br />1. Designate Connecting Roadways in Puna Subdivisions (PCDP 4.3.3.a.3,4 & 5) <br />• Identify emergency routes <br />• Distinguish connecting roads from PMAR <br />• Propose a staggered routing that would link Pahoa with Volcano, using existing road <br />alignments among mauka subdivisions <br />2. Upgrade wastewater disposal practices in lower Puna (PCDP 2.3.3) <br />• Construct a wastewater treatment system for Pahoa Town, congruent with the Pahoa <br />Regional Town Center long range plan <br />• Renew efforts to establish a plan for Kapoho Beach Lots subdivision that would <br />produce appropriate wastewater management practices <br />• Gather data about wastewater management systems and effects in all Lower Puna <br />settlements <br />3. Secure Mobile telephone and Internet Service for all of Puna (PCDP 3.4.3.c) <br />• Identify Internet service as an obligate extension of public services to underserved <br />communities, and especially the provision of emergency service <br />• Develop a comprehensive antennae pole system for all settlements <br />3 <br />
