• Delineate contributions that can be expected from commercial providers, County, <br />State, and community participants <br />• Encourage State PUC and relevant County officials to facilitate development of <br />service, including facilitating permits for infrastructure, inter - governmental sharing of <br />facilities, and cooperative agreements with commercial providers <br />4. Establish connecting pedestrian, bicycle, and slow -speed road routes among makai <br />subdivisions (PCDP 3.5.2 (7) 3.5.3 (d) and 4.3.3 [4]) and 4.5.3) <br />• Develop the established route that connects Kahakai Blvd to Maku'u Dr, as a paved <br />bicycle path and 25mph roadway <br />• Establish a pedestrian /bicycle corridor that connects HPP to Hilo, using old <br />Government Beach Road, Railroad ROW, or alternative route <br />• Improve segments of Red Road (County Hwy 137) and Kapoho -Pahoa Road (County <br />Hwy 132) <br />• Construct a road shoulder or separate path along Hwy 137 to render it safe for <br />bicycles and pedestrians <br />• Conduct regular maintenance of Hwy 132 road shoulder for cycle and pedestrian <br />safety <br />• Revitalize previous bicycle route advocacy group and record <br />5. Complete development of Ahalanui Beach Park (PCDP 3.5.3 [b] 1) <br />• Replace portable toilets with permanent ones <br />• Replace the boundary fence and gates <br />• Maintain the parking area <br />• Provide security guards, lighting and rules signage <br />• Complete development of Ahalanui Beach Park (PCDP 3.5.3 [b] 1) <br />6. Implement a management plan for Wai�opae Marine Life Conservation District (PCDP <br />3.5.3 [e]2) <br />• Acquire the 321 -acre Hara property <br />• Encourage DLNR to more effectively enforce Conservation District rules <br />• Implement a patrol and enforcement partnership with the communities in proximity <br />of the MLCD <br />7. Acquire and Develop Coastal Parlcs (PCDP 3.5.3 [b, c, and e]) <br />• Develop and apply operational standards for all existing and future Beach Parks <br />• Signs <br />• Maintenance <br />• Facilities <br />• Patrol and enforcement <br />o Emergency telephones <br />• Expand existing parks to ensure they include associated cultural, historical, and <br />natural resources <br />• Create a safe swimming area at Pohoiki coastal park <br />8. Collaborate with Dept. of Mass Transit to establish Hub and Spoke public bus routes <br />(PCDP 4.2.3) <br />• Establish an advisory team to co- ordinate discussions with Mass Transit Department <br />n <br />
