The sign, otherwise, complies with <br />the Signage Criteria, Guidelines for Review set forth in the Master Plan for Kailua-Kona. <br /> <br />Applicant Hetherington introduced one of the business owners, Colin Finn. The Owner and the <br />Applicant indicated that they will revise the logo to 9 inch in height to comply with the County Sign <br />Code. They also indicated that there is no lighting planned at this time; and if lighting would be done <br />in the future, it would be ambient lighting only. Owner Finn also confirmed that the map image is <br />solely art work and not a symbol or logo sign used by the business. <br /> <br />It was moved by Commissioner Kitchens and seconded by Commissioner Burns to approve the <br />design with the applicants’ acknowledgment that the logo will be reduced to 9” and if lighting is <br />added that the lighting will be compliant with the guidelines. A roll call vote was taken and the <br />motion was unanimously carried with six ayes (Burns, Ah Hoy, Kitchens, Bleck, Akina and <br />Broderson). <br /> <br /> <br />2.Report by Chair John Hetherington on the public meeting held by DPW on May 22, <br />2013 regarding its proposed Ali’i Drive One-Way traffic circulation plan. Discussion to <br />relate to the “Master Plan for Kailua-Kona,” including implementation policies set forth <br />therein, and a review of the 1989 Kailua Village Parking Study and its recommendation. <br /> <br />Mr. Hetherington gave a report of the meeting. He stated that community stakeholders, business <br />people and citizens attended. The meeting did not have a clear outcome as to County intentions <br />with regard to the one-way traffic proposal. There is only a “draft” environment assessment <br />produced in 2009 for widening the west (makai) sidewalk fronting Oneo Bay, and which retains two- <br />way traffic in this area, and no schedule to take any action on any improvements or change in traffic <br />circulation pattern. Mr. Hetherington said that either proposal – changing the traffic circulation <br />pattern to one-way only, or widening the makai sidewalk – will impact Kailua Village in multiple <br />ways. Therefore, he felt that anything that affects the appearance in the village should be reviewed <br />and commented on by KVDC. <br /> <br />Commissioner Burns commented that instead of trying to implement a one-way traffic pattern, she <br />would like the County to spend its funds on improving the safety of the pedestrian corridor between <br />Lava Java and the intersection of Hualalai Road. <br /> <br />Commissioner Hetherington moved and Commissioner Burns seconded that the KVDC address the <br />issue by sending a letter of concern and interest through the Planning Director to the Public Works <br />Director requesting that any proposed improvements to Ali‘i Drive be first reviewed by KVDC in <br />accordance with the purpose and intent of the Master plan of Kailua Kona .
