A Traffic Assessment Report was prepared for this project by Witcher Engineering <br />LLP. This report's finding is as follows: <br />IV. FINDING <br />This analysis indicates that the project will have a minimum affect on the <br />flow of traffic on Highway 132. Eastbound traffic is not affected. Westbound <br />traffic is somewhat affected, yet the level of service is "A ". The traffic flow out <br />of the project is northbound left and northbound right. The wait to turn onto <br />the highway is minimal for these movements. It should be noted that the hours <br />of operation of the clinic fall after the AM peak hour of 7:00 AM to 8:00 AM and <br />that the clinic operates well after the end of the PM peak hour. Also, it should <br />again be noted that there is a signalized intersection to the west of the <br />proposed driveway. This will serve to provide gaps in the eastbound traffic. <br />This project should have little to no impact of traffic flow on Highway 132. <br />Parking will be provided on site. Proposed are a total of 46 parking spaces: 29 of <br />standard size, 15 compact size and 2 ADA accessible. <br />J. AVAILABILITY OF UTILITIES <br />County water is available from an existing 8 -inch waterline within Pahoa- Kapoho <br />Road fronting the subject parcel or an existing 12 -inch waterline within Pahoa - <br />Kalapana Road. There is an existing 1 -inch service lateral to the parcel capable of <br />accommodating a 5/8 -inch meter, which is limited to an average daily usage of 400 <br />gallons. The existing 12 -inch waterline within Pahoa- Kalapana Road is adequate to <br />provide 2,000 GPM of flow for fire protection, as required per the Water System <br />Standards for the proposed type of land use. The Department of Water Supply <br />requires estimated daily water usage calculations. Based on these calculations, if the <br />existing 1 -inch service lateral cannot accommodate the estimated demand, a larger or <br />additional meter will need to be installed. The closest fire hydrant is 600 feet on <br />Pahoa- Kapoho Road. <br />An approved sewage disposal system will be designed by an engineer, conforming to <br />State of Hawaii, Department of Health requirements. Electricity and telephone are <br />available to the subject parcel. <br />2. HOW THE REQUEST MEETS THE FOLLOWING STANDARDS <br />A. CONSISTENCY WITH THE ZONING CODE AND GENERAL PLAN <br />The proposed use is consistent with the following goals and policies of the <br />General Plan: <br />Provide residents with opportunities to improve their quality of life through <br />economic development that enhances the county's natural and social <br />environments. <br />
