• Strive for diversification of the economy by strengthening existing industries <br />and attracting new endeavors. <br />• Strive for diversity and stability in its economic system. <br />• Economic development and improvement shall be in balance with the <br />physical, social and cultural environments of the island of Hawaii. <br />0 Encourage the development of the retirement industry. <br />• Encourage the health wellness industry. <br />Encourage the establishment or expansion of community health centers and <br />rural health clinics. <br />The proposed use is consistent is consistent with the Zoning Code: <br />• Medium Density Urban provides for village and commercial and single - <br />family and multiple residential and related functions. <br />• In the RS District, a permitted use is "hospitals�,sanitariums, old age, <br />..r <br />convalescent, nursing and rest homes ", provided1hat a use permit is obtained. <br />B. IMPACT To THE COMMUNITY <br />The granting of the proposed use shall not be materially detrimental to the public <br />welfare nor cause substantial adverse impact to the community's character or to <br />surrounding properties. The medical facility would provide Puna residents with <br />more services and choices than are now available and alleviate the necessity of <br />driving to Hilo. <br />The subject parcel is unique as to its zoning (RS) and location. It is the only parcel on <br />the east side of Pahoa- Kalapana Road not zoned Agriculture. There are also several <br />large tracts of vacant land. There are five single - family dwellings adjacent to the <br />proposed project. The closest is Zoo feet and the furthest is 872 feet. (See Exhibit 1 <br />and Zoning Map). These dwellings are already on either Pahoa- Kalapana Road <br />or Pahoa- Kapoho Road, and already experience traffic noise, so there would be no <br />substantial adverse impact to them by operating the clinic. <br />C. IMPACT ON PUBLIC FACILITIES <br />The granting of the proposed use shall not unreasonably burden public agencies to <br />provide roads and streets, sewers, water, drainage, school improvements, police and <br />fire protection and other related infrastructure. The streets and water already exist <br />on the proposed site. The applicant will install the sewer and drainage. The proposed <br />use would have no effect on school improvements. The police and fire protection would <br />not be unreasonably burdened by the operation of the medical facility. <br />
