• Provide residents with opportunities to improve their quality of fife through <br />economic development that enhances the county's natural and social <br />environments. <br />• Strive for diversification of the economy by strengthening existing industries <br />and attracting new endeavors. <br />• Strive for diversity and stability in its economic system. <br />• Economic development and improvement shall be in balance with the <br />physical, social and cultural environments of the island of Hawaii. <br />• Encourage the development of the retirement industry. <br />• Encourage the health wellness industry. <br />• Encourage the establishment or expansion of community health centers and <br />rural health clinics. <br />4. GENERAL PLAN DESIGNATION (LUPAG MAP) <br />The General Plan Land Use Allocation Guide Map (LOPAG) designates the subject parcel <br />Medium Density Urban. This designation provides for village and neighborhood <br />commercial and single - family and multiple family residential and related functions. <br />5. ZONING <br />The parcel is zoned RS --10. The Hawaii County Code, Chapter 25 --5 -3, provides as a <br />permitted use in the RS district "hospitals, sanitariums, old age, convalescent, nursing <br />and rest homes ", provided a use permit is obtained. <br />6. COMMUNITY DEVELOPMENT PLAN <br />In Chapter 3, Managing Growth, of the Puna Community Development Plan, it states <br />"Within Puna, the vision is to reshape the development pattern by moving away from <br />the sprawl effects of the existing subdivisions and toward the formation of village and <br />town centers. Over the long term, this will improve the feasibility of developing <br />supporting infrastructure for populated areas, give residents better access to public and <br />commercial services, stimulate local employment opportunities, and reduce <br />dependence on the automobile for transportation. It will also help preserve natural and <br />cultural resources by limiting the spread of the development ". <br />The Puna Community Development Plan includes the subject parcel in its map of Pahoa <br />as a Community Village Center. The CDP also lists "medical clinic" as a use in its General <br />Use Table for a Community Village Center. (See CDP Map) <br />The Steering Committee for the Pahoa Regional Town Center Plan also includes the <br />subject parcel in its Planning Area Map. (See Committee letter and map) <br />7. SPECIAL MANAGEMENT AREA <br />The subject parcel is outside the County's adopted Special Management Area. No <br />permits would be necessary under Special Management Area regulations. <br />
