there was a warranty deed that was agreed to by all of the partners at that time, committing them to <br />work together in establishment of one proper access throughout the development area. Now, <br />looking at the development plans, preliminary development plans for Hu Ko Pa, we have three <br />access points: one going into Paulehia, and then two onto Hualālai Road. Would the applicant be <br />amenable to an additional condition that access to your parcel is, to Hualālai Road, is contingent on <br />the road infrastructure completion of Parcel 42? <br /> <br />LIM: So you would require, potentially require that the access to the subject property be through <br />the I guess through the extension of the Paulehia Street to Hualālai Road, as provided in the Hu Ko <br />Pa zoning ordinance. <br /> <br />BEAUDET: Yes. <br /> <br />LIM: I think if it was up to us, we would probably agree to that. The reason for the pink addition to <br />Hualālai Road was from Councilman Ford who said you are creating a cul-de-sac; so we said, okay, <br />we’ll see if we can punch out another road. We prefer not to do that, but we would be willing to do <br />that. To some degree we, the only reason why we can agree to do that for something that <br />technically this applicant doesn’t own is because they are a family relation, they are not legally <br />related but family related; so so long as that stays the same, I think we can commit to do that. <br /> <br />BEAUDET: But with the additional widening of the right-of-way by 20 feet within the boundary of <br />the applicant’s parcel, wouldn’t that improve your line of sight for an additional access to Hualālai? <br /> <br />LIM: Possibly. We -. <br /> <br />BEAUDET: With the exception of the water tank parcel, right, Parcel 30. <br /> <br />LIM: Right, right, right. So we’ve done the study for the pink access to Hualālai, and I think it <br />would just minimally be making it. And the question was whether that should be, you know, <br />whether that was a smart idea or not. We think probably not. We think probably we would rather <br />go through Hu Ko Pa, and make the connection at one place for both projects where it’s best suited. <br /> <br />BEAUDET: So the analysis was done on the current situation or the improved situation? <br /> <br />LIM: Current sight distance, I think, in that area. So we are not expecting too much change right at <br />the one point, I think it’s mostly road widening; once you get up to this other area where the water <br />tank is, you get more slope I guess off the road, so we don’t know whether the road widening is <br />going to be more on the mauka side, which is less expensive than it is to fill on the makai side. <br /> <br />BEAUDET: Thank you. <br /> <br />GIFFIN: Commissioners, any other questions of the applicant? <br /> <br />HICKCOX: I have one, and it’s just curiosity I guess. If this is approved, construction for both of <br />these developments, are they going to take place simultaneously? <br /> <br />LIM: I believe so. It’s – you guys can chime in – but one of the big things that is holding up the <br />makai property is the mauka drainage improvements that would happen on this property.
