Hawai‘i Police Commission <br />Regular Session Minutes <br />October 18, 2013 <br />Page 2 <br />POLICE CHIEF’S REPORT ON DEPARTMENTAL ACTIVITIES <br />Including, but not limited to: <br />Crime report by area, category, and trends. <br />Assistant Chief Tavares reported that up through September 30, 2013, there were <br />2,253 serious crimes, of which 575 were investigated by the Criminal Investigation <br />units. For the month of September, they had 7,584 calls for service. <br />Traffic report by area, category, and trends. <br />Assistant Chief Kealoha reported having five traffic fatalities in September. They <br />continue with enforcement in troubled intersections such as the Pahoa Village <br />intersection at Highway 11. They continue with enforcement on the new Saddle <br />Road and have had a few DUI stops. <br />Personnel report on vacancies, recruitment, training, promotions, <br />reallocations, severance from service, and work assignments. <br />Deputy Chief Ferreira reported that they received approval for ten new sworn <br />positions, five in Puna and five in Ka’u. They have two intergovernmental transfers. <br />They have a couple vacant clerk positions. A class is being held for six new <br />dispatchers. <br />Finance report of budget and expenditures. <br />Deputy Chief Ferreira reported that expenditures are on track. Work on the next <br />fiscal year’s budget has started. They were told by County Finance to prepare a <br />status quo budget, except for utilities. They have asked the captains for input and <br />proposals, primarily for facility maintenance. County Finance is working on the <br />raises for SHOPO. <br />Commendations of sworn and civilian employees. <br />Deputy Chief Ferreira reported receiving nine commendations since the last meeting <br />involving 51 personnel. <br />Other departmental activities. <br />Deputy Chief Ferreira reported that they completed the last Aloha Training Class. <br />They can put on another class if they need to. <br />Assistant Chief Tavares explained the stealth monitor which was discussed at the <br />previous meeting. It is a radar computer mounted on a post. It registers the number <br />of cars and speed for a 24-hour period. It shows the time of day speeders travel, <br />and so they can put their resources out at that time. AC Tavares further reported <br />that they are using excessive driving grants for officers to work after their shift. The <br />Traffic Enforcement Unit does a lot of enforcement on Saddle Road. <br /> <br />
