Petition No. 2013-08: Petitioner is seeking an opinion from the Board regarding his involvement with the Big Island Amateur Radio Club and his employment as an administrative officer with the Hawai‘i County Civil Defense Agency. <br /> <br />MR. BALSIS: The petitioner has requested a closed session. As a point of usual process, we’re going to ask why you’re asking for a closed session. <br /> <br />PETITIONER: I don’t know any better. I don’t know whether— <br /> <br />MS. SCHOEN: Can you come forward and use the mic, because she— <br /> <br />MR. BALSIS: --Yes, please. <br /> <br />PETITIONER: I’m not sure what an open session would involve versus a closed session, so. <br /> <br />MR. BALSIS: An open session is when everybody’s present, including the young ladies in the back, the press. Closed session is when it’s only us. <br /> <br />MR. HENRICKS: Normally a closed session is requested when some piece of information will come out that’s something you don’t want other people to know about and rather were held confidential. That’s when you want a closed session, you understand. <br /> <br />MR. HANSON: Okay. So I’m okay if the ladies in the back are here. <br /> <br />MR.
