A/C Tasks Completed to date: <br />A/C Next Action Item: <br />• 2014 Budget submittal for Design /Assessment <br />18) Designate Red Road (Hwy 137) as a National Scenic Byway [4.5.3 (f)] <br />A/CChampion: Farris Etterlee <br />Description: File for State Scenic Byway designation <br />Project Budget: <br />A/C Tasks Completed to date: <br />• KAPONO Submitted Scenic Byways Application (PCDP 4.5) <br />• A/C Support Letter for Scenic Byway Application Submitted 4/2013 <br />• Red Road Scenic Byway Designation Awarded <br />A/C Next Action Item: <br />• Form /Train Red Road Scenic Byway Corridor Management Committee <br />PCDP PROJECTS NOT STARTED <br />1) Upgrade Wastewater Disposal Practices in Lower Puna (PCDP 2.3.3) <br />a) Kapoho Beach Lots <br />Description: An attempt to persuade owners of properties in Kapoho Beach Lots subdivision to <br />shift from cesspools to septic tanks was not accepted by residents, as a final result after two <br />years of effort in 2012. Using the Vacationland subdivision model, the neighboring subdivision, <br />of a paid, obligate metering system that is linked to upgraded disposal and a gradual pathway <br />toward compliance, was not approved by KBL membership. Water quality testing by State DoH <br />and by the University of Hawaii notwithstanding, property owners mostly deny there is a near - <br />shore water contamination problem. Land subsidence remains an inevitable and relentless fact <br />for near shore properties, and this complicates the problem of wastewater disposal. <br />Intervention by State Dept of Health authorities might provide sufficient incentive for property <br />owners to make the corrections that are inevitable. Previous AC member, Barbara Bell, headed <br />this subcommittee. <br />Project Budget: <br />A/C Champion: <br />A/C Tasks Completed to date: <br />A/C Next Action Item: <br />• Renew efforts to establish a plan for Kapoho Beach Lots subdivision that would produce <br />appropriate wastewater management practices <br />2) Secure Mobile telephone and Internet Service for all of Puna (PCDP3.4.3 (c) <br />Description: Internet and Cell Phone service in lower Puna <br />
