Water, Parks and Road Improvement – John Winter said that they drafted <br />a letter regarding the long water lines; the number of ruptures per year; <br />low pressure; and health conditions. John also discussed Pratt Road as <br />an alternative route for an emergency bypass road. John discussed the <br />boat ramp and said the Corps of Engineers is doing a feasibility study of <br />the boat ramp. John said that a letter will be drafted by the AC to the <br />Parks and Recreation Dept. about the leaky roof at Hisaoka gym which is <br />also used as an emergency shelter. <br />d. Power, View Planes and Erosion Control – Susan Fischer briefly <br />discussed rural infrastructure standards and said she would discuss that <br />more under new business. <br />e. Affordable Housing – Collin Kaholo provided the subcommittee report and <br />said that they are trying to locate land. <br />f. Agriculture – Frank Cipriani provided the subcommittee report and said <br />they need guidance to designate important agricultural lands and they <br />want to streamline the process. Frank said that the Kohala High school <br />aquaponics program is ongoing and that there are fundraising projects for <br />their aquaculture program. Frank said that there is a proposal that was <br />sent to DLNR for 52 acres below Hoea agriculture park for aquaculture, <br />mariculture and wave energy facility. <br />V. NEW BUSINESS <br />A. Review draft letter from Action Committee to Planning Director <br />regarding rural infrastructure aspects of Kohala Kai Subdivision located <br />at Tax Map Key(s) 5-9-017:001 to 008 (Subdivision Number 7495). <br /> Susan Fischer read the draft letter to the AC and a brief discussion <br />followed. A sentence was added to urge the developers to add <br />sediment control basins to the subdivision. A motion to approve the <br />letter as revised was made and seconded, and was unanimously <br />approved with the changes. <br />B. Proposals for inclusion in Capital Improvement Project (CIP) Budget. <br />John Winter reviewed the previous letter that was sent to the Planning <br />Director on September 9, 2013 regarding the recommended CIP <br />priorities, which was followed by a discussion. <br />2 <br /> <br />
